Angela has been a leader in the Southern California real estate market for over 25 years as an engineer and a developer and has been a Construction Manager for 11 years. Angela is experienced in traditional suburban construction, Type I, Type V and Type III modified construction including estimating, on boarding of
subcontractors and General Contractors as well as management of self-performed and GC construction projects. She is proficient in entitlements, permitting, architectural design of urban and suburban product, unit mix analysis and market positioning, budget preparation and management, market positions, sales strategy, pricing strategy, project management, schedule analysis, project close out, move instrategy, preparation of governing documents, and customer service.
As a civil engineer, Angela designed custom homes, golf courses, and entitled, designed, permitted, and supported construction for several suburban and urban developments in San Diego.
In 2003 Angela joined K. Hovnanian Homes. She led the traditional suburban homebuilder into the national urban market by developing its first three urban projects, all located in downtown San Diego and totaling over 600 units. She oversaw entitlement, public relations, team selection, design, construction, sales, move-in strategy and customer service efforts. Subsequently, as Director of Acquisitions and Area Vice President, Angela oversaw the acquisition of single-family residential communities, high-rise developments and mixed-use properties throughout Southern California as well as oversaw all aspects of design
development, entitlement and permitting, construction, sales, and customer service.
After departing K. Hovnanian Homes, Angela partnered with Colleen Boretto in 2010 to form Boretto + Merrill Consulting which has successfully provided Project and Construction Management Services to a wide variety of projects in California, mainly focused in San Diego County.
Angela is a graduate of The University of Michigan and has been living in San Diego for over 20 years. In her spare time, Angela has sought out personal real estate ventures purchasing apartments then renting, managing, renovating and converting them to condominium units. Angela also founded a non-profit organization, The Lois Merrill Foundation, which has raised over $200,000 in funds used to further cancer research and to pay medical bills of rare cancer patients who cannot afford the cost of their care. Angela has her black belt in Kenpo Karate, and is an avid surfer, yogi and traveler having visited over 30 different countries and 4 continents.

Brad Miller, PE
Brad Miller is a professional engineer who has been working in the civil engineering field for over 19 years. He is proficient in all aspects of project phases having provided preliminary design,
final design, project management and construction management on many large-scale civil infrastructure and site development projects. His experiences on these past projects make him an expert at vertical construction, utilities, grading, drainage, City permitting, budgeting,
estimating, scheduling and project management.
Currently, Brad is working as the construction manager for NTC Foundation/Cygnet Theaters on the Joan and Irwin Jacobs Performing Art Center in Liberty Station. This project is a 34,000 SF
building that use to service military personnel as a bowling alley and general store. The project will convert this space into a two-story performance center with basement that houses two
performance spaces, rehearsal facilities, offices, dressing rooms, lobbies and other amenities spaces to support performers. In addition to construction and project management support,
Brad also worked with the ownership team on fundraising support, lease agreements, donor signage and donor agreements for pledging funds. Brad recently served as the owner’s construction manager on The Conrad Prebys Performing Arts Center in La Jolla. This project built nearly 50,000 SF of new performing arts space for the La
Jolla Music Society. The space consists of a concert hall, dance studio, performers areas, kitchens and staff office space. Brad was involved in the pre-construction scheduling and the projects budget maintenance. In additional, he was also responsible for purchasing of owner
provided elements including theater seating, security and low voltage specialty wiring.
In addition, Brad has also worked at the Hotel Del Coronado in the historic renovation of the Founders Hall Conference Center. Here he took an existing conference center and completely
renovated the first two levels. Renovations included new bathrooms, conference rooms, ballrooms, new kitchen spaces, offices electrical and low voltage, HVAC and fire sprinklers. He was successful at bringing the interior and exterior of the building to current trends while also making the building code compliant to current standards. Brad also, served as construction manager on all the on-site improvements at the Hotel Del Coronado in for their recently completed South Beach Development. Work includes the early relocation of onsite utilities
(sewer, water, irrigation, force mains and storm water), flatwork, waterproofing of existing historical hotels, detention basins and other water quality features. He is also managing all the
offsite improvements that include the total reconstruction and raising of Avenida Del Sol, including all underground utilities (City owned and Franchise). As part of the offsite package, substantial work is being done on Orange Avenue for the installation of box culvert, curb and
gutter, storm drain, light pole and a complete redo of the signalized intersection at Avenida Del Sol. All of the work in Orange Avenue is within Caltrans right-of-way.
Brad is a graduate of the University of Wisconsin-Madison and has been a member of the San Diego community for 13 years.

Colleen Boretto
Colleen has over 40 years of skill and know-how in the commercial real estate
& construction industry working in estimating, preconstruction and
construction management positions. Prior to founding Boretto + Merrill, she
worked for several prominent developers and contractors including, Lennar
Urban (Vice President), Webcor Builders (Vice President), Swinerton Builders
(Director), Pacific Coast Steel (Vice President), & Walter Shorenstein (Project Manager).
She brings considerable Type I, Type II & Type III direct design and
construction knowledge to your team, including commercial office, hospitality,
multi-family, entertainment, and government projects.
Her vast experience includes creating and developing systems for comparing
budgets, proforma’s and programming to assist with acquisition underwriting
or “day to day” management of your project. She has well established
procedures for Architecture, Engineering and General Contractor selection.
Possessing veteran skill, understanding and analyze of all aspects of
construction, cost management, value engineering,
constructability/engineering review, scheduling, oversight of the pre-
construction and construction process.
Embracing an unusual path to success she started in the business while still in
High School, applying for and landing a position as an Engineering Aid with
the Naval Facilities Engineering office. From there she worked her way up the
ladder and has held every position from Project Engineer, Superintendent,
Project Manager to Vice President of one of California’s largest General
Contractors and Developer.

Mandy Miller
Mandy Miller is a Project Manager with over 15 years of success working onresidential projects with an emphasis on high end custom home and multifamily residential building. Mandy has worked with architects and design consultants from the onset of a project to assist in the design and specifications for a project to
create successful and cost-effective plans and specifications. She has spent many years managing the buyout of projects and can provide effective value engineering suggestions to bring a project in on budget. Mandy also has extensive experience managing construction in the field.
Mandy has a back ground in due diligence during the initial exploration of feasibility of a project. Mandy has successfully presented to design review boards and architectural committees to receive approval for projects. Mandy has extensive experience in the permitting and entitlement of projects and has an established
relationship with building officials in most of the Southern California Governing agencies.
Mandy has acted as a project superintendent for 15 spec homes. Having that background Mandy has gained respect with the subcontractors and is able to provide valuable feedback on site as a project is being constructed. Mandy began her career in residential home construction as an accounts payable
representative for Beucler Signature Homes. She quickly grew in her company moving from options coordination to purchasing. In the 2007-2008 down turn Mandy was given the opportunity to not only manage jobs on a project management side, but to run the projects as a superintendent while at the same time handling the payables, bank draws, and purchasing of the projects. She also assisted in showing the homes and securing buyers. She joined the Boretto +
Merrill in 2017 as a Project Manager taking on a variety of products as a Project and Construction Manager.
When not working, Mandy is a hobby Photographer and enjoys many outdoor activities with her husband and two sons including hiking, surfing, wake boarding, snowboarding, and riding dirt bikes.
